Should be E

The fight over the speed limit, a measure regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy, continues in our legislatures and on our freeways.

It correctly modifies the "measure" and the "fight"

E, not D. It is the measure that is regarded as 'ineffective and meddlesome', &c., not the fight itself!

imo C..

Regarded as x...phrase should modify 'speed limit' rather than 'fight'. 'meddling' thing is odd

I think the answer is D. The modifier suits to 'speed limit' not to 'fight'.

i think that the answer is E. How can the speed limit be considered by opponents as ineffective and by supporters as a conserver of life? i think that the verb modifies the fight not the speed limit.But until now nobody has given a good explanation

But sentence 'B" talks about speed ad sentence 'E' talks about fight as a measure.

So how are these two comparable?
