got confused between D and E but finally selected E.
As in D it looks like opponents regard "The fight over the speed limit" as ineffective and meddlesome ... which is not correct.

Yes I see what u mean I'm sorry. Ya that confused me too but compared to the others it made the most sense, mostly because the modifier middle phrase. I thought it was b at first because of the issue you bring up. You should look for Dana or the site admins post which explains why it is e.
