got confused between D and E but finally selected E.

As in D it looks like opponents regard "The fight over the speed limit" as ineffective and meddlesome ... which is not correct.

imo answer is E.

B is wrong not only because of the passive voice, but the dangling preposition - over

Although I got this one correct. I was confused between D and E. I thought the use of 'Measure' in E is irrelevant, but ultimately went for E as it still looks more clear.

Does this sentence make sense? For me not at all :-) But it is the correct answer choice!

Answer is B.

B has proper parallel construction, Regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy and the modifier regarded by properly modifies the noun the speed limit.

I think it's either b or e, but not sure because I can't seem to read this thread to follow along Dana's answer and also the dates...can't you just post the most recent up top?

How can a fight be carried out ON A FREEWAY? i don't understand the meaning of this sentence...

Yes I see what u mean I'm sorry. Ya that confused me too but compared to the others it made the most sense, mostly because the modifier middle phrase. I thought it was b at first because of the issue you bring up. You should look for Dana or the site admins post which explains why it is e.
