The trick is correct reference: in this sentence the people are arguing about the speed limit, not about the fight. Therefore, from options D and E I have selected E

I vote for B
Speed limit, not the fight, is the subject of "Regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy" because only "speed limit" goes with "conserver of life and energy". It can't be the fight which considered as "conserver of life and energy".
B is the only one which sounds reasonable.

C looks correct !
A, D and E are wrong because its the speed limit that is ineffective, not the fight
B looks wrong because of the following sentence structure... "<something> and <something> and <something>", it might sound correct because we read it with the first 2 <something>'s grouped. But if u read it in plain terms without believing your ears, it sounds wrong.

IMO the answer is (E). Of course, the OA was given more than 3 months ago, but I felt like joining the group of folks who are still answering the question.

I think it's D, mainly because I've read GMAT test writers prefer the active over the passive voice. E has the additional word 'measure' which I felt was not unnecessary in the sentence.

D looks like the right answer - it clearly and logically explains the Fight is regarded this and that. Unlike A, which basically has the same meaning, D is more straightforward.

Will the author provide us with the right answer anyway?
