so... that... Vs so...as to...

One of the GMAT instructors points that
"so... that..." is preferred to "so...as to..." in introducing a result/conclusion

Unlike a hurricane, which can be observed from within, a tornado is so small that such a study has not been practical.

In another source, GMATFix gives me another example where we have "so...as to.." given a preference over "so..that.."

Often major economic shifts are so gradual as to be indistinguishable at first from ordinary fluctuations in the financial markets.

I am unsure of which choice should be correct over the GMAT, as for both the sources I have extremely high regard, or is it that something I am missing out??

Can you post the two problems that you found conflicting...
I think we can den take your issue forward...

The options that were wrong for economic shifts problem would be wrong for other reasons and not for using so as to construction..

I want to understand when is which idom better(so... that... Vs so...as to...), or can they be used interchangably?

c. so gradual that they are unable to be distinguished
d. gradual enough not to be distinguishable
e. gradual enough so that one cannot distinguish them

(A) that such a study has not been practical
(B) that studying it that way has not been impractical
(C) for such studies as this to have been impractical
(D) as to not make such a study practical
(E) as to be impractical of study

Also, For 1st question:
so X as to be...
so X that Y....
Gradual enough to be distinguishable..
These are the three splits that we have..Out of which 3rd is wrong... Gradual enough to be is a wrong idiom..
That gets rid of D and E.
Now, Able/unable + To Be + Verbed is never correct. Refer bob 800 file for this rule.
economic shifts can not themselves be unable to be distinguished...
X is not able to be distinguished can not be a possible sentence..
So that gets rid of C.
B has so gradual so that....wrong...N you have A as your answer...

I think the second question will be clear once you read stacey explantn in dat link...

"So....as to"
'something, caused something else to happen'

'So..that...' always involves a purpose of motive...

SO + Adjective
SO + Adverb

So ... as
Meaning: In order to
The movie was so slow as to be boring.
Mail your package early so as to ensure its timely arrival.
My computer game is so entertaining as to be genuinely addictive.

She drank coffee so as to stay awake. => She [did something] so that, as a result, she could either do something else or have something else happen. In this construction, the SUBJECT (she) is the one trying to stay awake, not the coffee, right?

The sauce was SO hot AS TO burn my mouth. => The meaning here is that the sauce was SO (something) that, as a result, the SAUCE caused (something else to happen).

So ... that
Meaning: In order that; with the result or consequence that
In fact, it's so addictive that I spend several hours every day playing it.
I stopped so that you could catch up.
The baby cried so that he would be picked up.
The baby cried so his mother picked him up.

Enough: The book was SO SHORT THAT I could read it in one night. (The book was short enough that I could read it in one night.)
Purpose: She gave money SO THAT the school could offer scholarships.

The school district is debating a bill requiring certain teachers to provide certain students with less homework SO AS TO have more time for recess.

What are they debating? "A bill requiring certain teachers to provide certain students with less homework."
So, the school district is debating <something> so as to have more time for recess.
OR
The school district is debating a bill requiring certain teachers to provide certain students with less homework so that they can have more time for recess. => CORRECT

SO THAT indicates some action or something done for a certain purpose. eg: I study so that I can get a good grade.

The "purpose" is "they can have more time for recess."
the action to achieve that purpose is "less homework."
If less homework, then more time for recess.

Who's getting less homework, the students OR the teachers? Whoever's getting less homework is the same one getting more time for recess. Students refer to THEY (subject of last clause). SO THAT should be used.

SO X AS TO Y refers to either the teachers or the school district. SO THAT refers to students.

Congress is debating a bill requiring certain employers to provide workers with unpaid leave so as to care for sick or newbom children. => INCORRECT
Congress is debating a bill requiring certain employers to provide workers with unpaid leave so that they can care for sick or newbom children. => CORRECT
