The steel industry has changed radically over the last two decades, as large, integrated companies such as Bethlehem Steel once conducted operations from mining at one end of the process to shipping at the other have greatly downsized, or in some cases shut down altogether.

Need a "," after "Bethlehem Steel" to sperate it from "once conducted". Otherwise, it means that "Bethlehem Steel conducted the operations" wher as the intended meaning is to say that "large,integrated companied conducted the operations".

eliminating A and E.

explaining the reason behind the change in the steel industry, hence "As" is preferred.

ANSWER "B"

The second part of the sentence explains WHY the steel industry has changed. Hence "as" or "since" would be correct. Using "while" changes the meaning of the sentence. That's why D is wrong.

Usage of AS to express the reason:

X is growing AS Y is declining
means: X and Y are inversly proportional and thus x surely grows with the reason that Y declines.

the usage of while to express the contrast is as below.

X is growing while Y is declining

it means, X is growing EVEN THOUGH (unexpectedly) Y is declining.
