Is a-3b an even number?
1). b=3a+3
a-3b = a - 9a -9 = -8a-9 = non-even
2). b-a is an odd number
b-a + 2(a-2b) = a-3b
Odd + Even = odd, So a-3b = non-even

IMO D assumption a,b are integers
