Here the OA is B.But according to MGMAT one of the reason behind rejecting E is the usage of WILL.
MGMAT says "The future tense will allow suggests that the law is certain to go into effect, contradicting the sentence's description of the law as under consideration. Since the law is still under consideration, the conditional (would allow) is more appropriate."
MGMAT has given other reasons too such as awkward construction which I totally agree.
But I have a difficulty on understanding what's wrong with the usage of WILL
