Now represents "Present tense"... So use the simple present now costs... rather than continuous tense...

Now costing will be always wrong i guess... other thing in this problem is we are explaining the result due to events happening since 1973... so its appropriate to use as a result....

The correct answer is D. The thing is 'now costing' is redundant.

Costing itself suggests that the thing costs in the present and so you do not need a now or you do not need costing. Options A, B and c get canceled then and there...

Between options D and E, the correct answer is D as E is wordy and awkward. The place of 'as a result of' is not the right place to be... It is misplaced and does not serve the intended meaning.

Hence D...
