Another approach:
Statement 1: (a+b)(1/a + 1/b) = 9.
a/a + a/b + b/a + b/b = 9
a/b + b/a + 2 = 9
a/b + b/a = 7.
If a=b, then a/b + b/a = 2.
Thus, since a/b + b/a = 7, it is not possible that a=b.
SUFFICIENT.
Statement 2: (a-4)^2 - (b-4)^2 = 0.
Rephrased: |a-4| = |b-4|.
If a-4=b-4, then a=b.
If a-4=4-b, then a+b=8, in which case it is possible that a≠b.
