Logic = Up until recently = signifies present perfect tense = have+past participle = have sheltered

leading = present participle = correctly modifies the subject of the preceding clause = Inuit people


Option A = sheltering = should be have sheltered

Option B = changes the meaning of the sentence

Option C = In times that are recent = passive

Option E = wrong modifier. Although not too sure about this option completely.

Though "Up until recently" in D sounds redundant but if we read the sentence it talks about an action which started in past and is still continuing, So i think

Up Until recently means time before recent - So the action cannot continue now. It has to be past.

OA given is D...but dont know right or wrong sorry!!
