established to ensure that X and Y - here X and Y should be parallel. On this basis A, B, D are dropped. But, I do not find any parallelism problem in A/B/D.
A - established to ensure

an independent panel would evaluate. Here 'that'
is common for both X and Y - can be it be common. Also X starts with a noun + verb ...so do Y
B - established to ensure

that an independent panel evaluate. Here 'that' is present as part of both X and Y. Also X starts with a noun + verb ...so do Y. I understand that evaluate should have been 'evaluates', but the point I am trying to understand is whether X and Y are parallel?

I understand that E is not only more parallel (as it uses the same form of tense) but also uses 'would'. But I am confused whether I can drop A/B/D on the basis of parrelism - do not find any parallelism issue in them. Secondly, Can 'that' be common for both X and Y, or we need to use 'that' for both X and Y. Pls help
