It's not really possible to evaluate these diagnostic results. Taking actual practice tests (especially GMATPrep) is more useful...

It seems to be an improvement. Try not to read into your scores or how many you got wrong. Your primary focus should be analyzing your mistakes and picking up patterns of questions you get wrong.

That's not really possible to predict, especially with third-party practice test software that isn't written by the makers of the GMAT. I would go out in a limb and guess that you should be in range of that, plus or minus 30 or 40 points.

Yes you're absolutely right--Manhattan GMAT tests are really good, but at the same time they are not made by the makers the real GMAT.

From your test scores you should have two takeaways:

(1) You seem to be improving in performance in general
(2) You now have more data to diagnose patterns of success and areas to improve.

It's certainly possible.

1) the standard deviation on our tests is in the low 50s
2) the standard deviation of the official test is about 30
3) the standard deviation of the GMATPrep tests has not been published, but we can assume it is somewhat higher than 30, though probably within 10-20 points
4) the vast majority of test takers get about half of the questions right and about half of the questions wrong in a section - it's not only possible to score a 650 with 17/37 right on the math, that's exactly what to expect. It's only as you move into the 700s or the lower 300s that you start to move away from the 50/50 pattern.
