So, out of 30 vehicles that were not rented 24 were 4WDs and 6 not: 6/30 = 20%. Option A.

Another approach is to use the Double Matrix Method.

This technique can be used for most questions featuring a population in which each member has two characteristics associated with it (aka overlapping sets questions).
Here, we have a population of vehicles, and the two characteristics are:
- rented or not rented
- 4WD or not 4WD

This question type is VERY COMMON on the GMAT, so be sure to master the technique.

If we let the total number of cars = 100, then 0.6 x 100 = 60 of the cars are 4WDs. We are given that 0.7 x 100 = 70 cars were rented and 3/5 x 60 = 36 4WD's were rented.

Thus, 100 - 70 = 30 cars were not rented and of those 30 cars, 60 - 36 = 24 were 4WDs. So 30 - 24 = 6 cars that were not rented were not 4WDs.

So we have 6/30 = 1/5 = 20% of the cars that were not rented were not 4WDs.

Answer: A
