There has definitely been some discussion on this one: https://www.beatthegmat.com/the-presiden ... 83231.html

We usually think of "due to" as meaning "caused by" so I can understand the confusion here. In a sentence like this, usually the GMAT would prefer "because of."

However, since the other answer choices change the meaning and are awkward/unclear, by POE we have to stick with A.

"in that" changes the meaning completely, and is unclear.

The meaning between the clauses is that one is "due to" or "because of" the other.
