defense budget-- Please help

According to a study by a prominent think tank, the defense budget of Country X might, in five years time, fund more than 70 billion dollars annually for research and development, equivalent to private grants.
A)equivalent to private grants
B)equivalent to that which is provided by private grants
C)equal to what private grants provide
D)as much as private grants
E)as much as private grants provide

"equivalent to" is not wrong per se but i find its usage here weird for the following reason :
1) it gives me a notion that the amount contributed by private grants is almost equal to what defense budget had spent .this might not be the case
we can definitely say X is equivalent to Y but in that case they are numerically equal

2)the usage of "equivalent to" after comma somehow make me feel as if reserch and development is equivalent to to private grants

C is wrong exactly for the same reason ."equal" gives notion that the two quantities are matching in exact number
for instance if i say X equals Y i mean they are numerically equal
here the intention of the sentence was to say that something is as much as the other thing

In C, the meaning of what private grants provide is unclear.
WHAT exactly do you private grants PROVIDE?
