The issue is right comparison. D and E are gud. of them E provides gud comparison hence E. D compares 8 M people to the enrollment furthermore D sounds like colleges and universities are getting enrolled somewhere in this world.

ABOUT and EQUVIALENT means the same thing ; one is redundant - drop A/B
C - THOSE might refer to COMPANIES
D - companies ..are providing ..for nearly eight million people, about as many as the enrollment of the ..colleges and universities (what the phrase ABOUT...doiing? Its modifying PEOPLE. That means, PEOPLE, ABOUT ...ENROLLMENT...it means phrase ABOUT...UNIVERSITIES is talking about ENROLLMENT but drscribing a noun PEOPLE. Does it illogical?)

In A and B, equivalent is the wrong word. EQUIVALENT means equal in value. Eight million people cannot be equal in value. Eliminate A and B.

In C, eight million PEOPLE cannot be equal. A NUMBER can be equal; the people themselves cannot. Eliminate C.

In D, an enrollment cannot be MANY. Many can refer only to a noun that is countable. An enrollment is an AMOUNT -- a non-countable noun. Eliminate D.

The correct answer is E.

An APPOSITIVE is a noun that serves to explain or define another noun.

Here, the equivalent is an appositive serving to explain eight million people.
The resulting meaning is illogical, as discussed in my post above.

In A and C, equivalent to and equal to are ADJECTIVES.
