without summarizing the previous thread, reading the sentence and analyzing its logical sense, grammatical structure and trying to correct the possible mistake -- those that are against a

The sentence is comparing two aspects -->
test for logical fallacy: preventing crimes against property VS. doing so against person - OK
test for grammatical structure: comparison/parallelism error OR preventing crimes against property is as much difficult as doing so against a person --> search for correct rephrase A-E
test, correcting the mistake: answer E) it is (avoiding redundancy here, i.e. it's difficult) to prevent those (avoiding redundancy here, i.e. those=crimes) ...

Correct answer E) follows good logical sense, correct grammatical construction and restates the sentence in the most efficient way (precisely and clearly describes the idea).
