I would choose A.

B - "the act of congress making provision for the removal ..... " is awkward
c - "which" refers to inappropriate noun
d - modifier error
e - "also establishing..." not convincing.

Here you need to think about two areas. 1) modifier 2) Parallelism

1) Modifier - what is approved on April? (the act of Congress)
2) Made and Established..

A for me too.

B) changes the tense of the sentence from Past to Present. Parallelism issue here "making..... also established "
C) Which does not have a clear antecedent noun
D) Modifier problem
E) made provision seems to refers to congress instead of the act, also made provision not prallel with also establishing

I think B is wrong because comma -ING modifier is refering to the phrase before the comma which is the incorrect reference

am i correct?

What do we know about the Act of Congress? It was approved (on) April 24, 1800 and it made provision for the removal of the capital. It also established the L. of C.

B puts the first two facts between the Act of Congress and the third fact. The trouble is that B inserts a non-restrictive clause before a participle that modifies the subject. As you correctly said, the participial phrase 'making provision' is too far away from the Act of Congress. You should be wary of constructions that have more than one phrase between the subject and the verb!

making provision is too far : this is one fact

but the basic thing is that 'making provision' is a adverbial modifier.

It cannot modify to a noun 'The act of congress'

Please correct me if my understanding is wrong.
