Participle phrase can modify the noun as you have written :

The Act of Congress making provision for the removal of the capital --> Right

But we are seeing a comm+ing modifier in B.

The Act of Congress, making provision for the removal of the capital

So my doubt is that it is a adverbial modifier which cannot modify to a noun.

I agree that particple modifier can be used without a comma to modify a noun. But how is it ok to use it with a comma? Does it not work as an adverbial modifier whn used with comma?

A - do not find any connecting word that connects 2 actions (ie made and established)..is it correct ?
B - Setence appears ok "The act of Congress...also established the library"
E - Setence appears ok "The act of Congress made provision..., also establishing the library" - here 'establishing modifies act of congress

I think answer should have been either B or E not A. Can someone correct me pls

B puts the first two facts between the Act of Congress and the third fact. The trouble is that B inserts a non-restrictive clause before a participle that modifies the subject. As you correctly said, the participial phrase 'making provision' is too far away from the Act of Congress. You should be wary of constructions that have more than one phrase between the subject and the verb!
GMATPREP QUESTIONS IS HARD. I used to finish a SC in 90 seconds, but this one take me 3 minutes

B is grammatically correct.

B is wrong because "was approved" can not create "making provision". It is not logic.
E is wrong because "make provision" can not make "establishing"

the wrongness of COMMA DOING is hard to realize. COMMA DOING show an action which modify the main action. COMMA DOING before main clause shows an action happening before and then sumultaneously with main clause. COMMA DOING go after main clause show an action attendant and simultaneously with main action.

for this type of questions, I see, very hard, we should think the following. I thing over this question 1 hour and want to share with you my thought.

REALIZING THE CORRECT RELATION BETWEEN 2 ACTIONS IN THE SENTENCE.

normally a sentence has 2,or 3 actions represented by 2 or 3 verbs in the forms ED, DO, DOING as the answer choice A. in choice b,and E the relation shown by verb forms is in correct.
