Is the answer C?

"has" seems to be correct and answer C is simpler than both the other answer choices which are unnecessary wordy. In answer choice A, I don't think "that" is required (but it might be)...

The sentence means that "No religious organization has curbed the ability of a scientist to pursue a theory since Galileo suffered from scurvy humor"

Has indicates that till now no org has curbed .....X
B and D use did
So we are left with A C E
E is wrong....whether makes no sense,he could be pursuing is wrong
A uses ability that he could pursue ....wrong idiom
C uses ability of scientist to pusue.......correct idiom
C is correct

IMO C.. but i have question regarding the usage of that:

'did a religious organization so effectively curb the ability of a major scientist that he could pursue'

in the above quoted stmt, what does that referring to? it's clear that it shd refer to ability.. but many times we take a noun adjacent to that right?? the reason i ask this qeustion is that i have seen at various places that is taking taking farther noun and sometimes juxtaposed noun..

for eg. consider.. noun 1 of noun 2 that.. sometimes that is taking noun1 and sometimes it is taking noun 2.

could someone please clarify this?

That was the only reason I picked A over C,

Please somebody clarify.

Ability of X to Y is correct hence C. Also A is wordy - "the ability of a major scientist that he could pursue ..."

A,B and E are straight out.

Correct IDIOM : ability...to

out of C and D:

DID or HAS ?

subject + verb:
a religious organization [DID or HAS] .....!

I think it should be HAS.
so my PICK C.
