Let's take each statement one by one.

(1) When Z is rounded to the nearest tenth, the result is 231.5

Case 1: Say a < 5. For example Z = 231.478. Z = 231.
Case 2: Say a = 5. For example Z = 231.538. Z = 232.

No unique answer. Insufficient.

(2) When Z is rounded to the nearest hundredth, the result is 231.46.

Value of a is fixed, which is less than 5; thus, Z = 231. Sufficient.

The correct answer: B
