A - had had usage is not proper here.
B - wrong usage of tense , has- had(seems absurd to me)[ I'm not even sure if this kind of usage is legit]
C- correct usage of past perfect tense; "Even" suggest that this statement is counter-premise.
d - having is not awkward here.
e - same as above.


option c is the correct choice

let me know if this clears your doubt..

The use of past perfect here is to show the timeline of two past events. Past perfect is used for the event that happened first - "success broadcasting his controversial radio program on highly regulated terrestrial airwaves". Simple Past is used for the event that happened after the first event - "opted out of terrestrial broadcasting in favor of the less regulated satellite radio medium"

so "Had Had" is necessary here to show the event occurred first.

Slightly diff query-

Here shouldn't be -Though he had had success broadcasting his controversial radio program on highly regulated terrestrial airwaves, Howard Stern opted out of terrestrial broadcasting in favor of the less regulated satellite radio medium- the underlined part be re-phrased, as "successful broadcasting of". Kindly correct me.

In the original sentence success is noun and the subject of the first clause while successful is an adjective modifying broadcasting- what kind of broadcasting? Successful broadcasting- thus changes the meaning of sentence.

if we use "success in broadcasting" the meaning of sentence will change; to me it seems like he tried many field, however, he had success in broadcasting. He may or may not had success in other fields.
