(A) & (E) are discarded as you can't use 'with' as cars and other campers are not exposed with scavenging bears but 'to' them.
(B) towards is used for direction showing not in general.

My stake for D

A-- "exposing" refers to what "cars" or "campers"? calls into question.--rules out

B - "expose their cars and other campers" --changes the meaning completely --who is exposed?officials or other campers?--rules out

C - same reason --rules out

D- makes the above correction in B by placing"who" correctly refers to "other campers" and not "officials"

E - awkward and incorrect sentence grammatically. Addition of "by" changes the meaning. The statement means the campers lock their car by exposing campers and cars. ---- rules out
