Would anyone please suggest how to improve reading skills?

Would anyone please suggest the strategy to attack RC?

I tried skim reading but it only works for some passages. I tried read all of them and take notes when I read but it takes me so long and I still find some reading confusing especially social sciences....

Would you guys please share how you speed your reading? Do you take notes? If so, do you take notes after you read each paragraph or take notes silmultaneously (since some reading has no paragraph!)
