Let's take each statement one by one.
1) Only one digit in the telephone number is greater than X.
X can be one among 6, 7 or 8. No unique value. Insufficient.
2) X is the greatest of the digits not among the telephone number's first six digits.
The meaning the statement is that excluding the telephone number's first six digits (9, 3, 6, 2, 1, and 5), X is one among the greatest of the leftover digits, i.e. X is greatest among 0, 4, 7, and 8. The greatest digit is 8. Thus, X = 8. Sufficient.
The correct answer:
B
