It's saying that they subordinated women's emancipation to the goal of liberating the whole population from political oppression, economic backwardness, and social injustice.

If socialist feminists and most bourgeois feminists subordinated women's emancipation to the goal of liberating the whole population from political oppression, economic backwardness, and social injustice then they must have believed in it.

To subordinate means to put less emphasis on, or to relegate to a lesser priority.
