if the answer to the question you are asking is posessive form of pronoun ,whom should be use.

Looks at this question and tell which of them is right : -

who are you asking ?
whom are you asking ?

answer to this question is "I am asking him" . Him is possessive pronoun. Hence whom should be used .

who is responsible for the damage?
whom is responsible for the damage ?

Guess the answer.
