While larger banks can afford to maintain their own data-processing operations, many smaller regional and community banks are finding that the cost associated with upgrading data-processing equipment and with the development and maintenance of new products and technical staff are prohibitive.

Please explain the way to choose between cost/costs.

IMO B

see the verb 'are'

costs <> are prohibitive.

IMO B. there are two types of costs involved. one is for upgrading and the other is for development and maintenance. hence it has to be COSTS. not only that, the last part of the sentence says "are prohibitive" => plural form is to be used.

I see "are prohibitve" now. missed that in my first read.

My qn now is if it was"is prohibitive", then would "cost" be right?

in other words,

does cost/costs has anything to do with:

ideally yes.

But see the meaning

cost associated with X and with Y : same cost for both X and Y
costs associated with X and with Y : cost can be different for X and Y -> makes more sense

I think there is a flaw in your statement.

cost associated with X and with Y : would mean:
cost associated with X and cost associated with Y - two different costs.

If I have to say combined cost,
cost associated with X and Y

I think cost/costs would depend on what X and Y are.

cost associated with a pencil and pens - WRONG, IMO
cost associated with a pencil and with Pens - Right [2 different costs]
Cost associated with Pens and Pencils - Right [Combined cost. Pens and pencils is taken as a unit]

Costs associated with pencils and with pens - Right [2 different costs]
Costs associated with a pencil and with a pen - Wrong, IMO

I am not an expert but what I believe :

Cost associated with a pencil and with a pen : correct.
Costs associated with a pencil and with a pen : also correct.

There can be multiple costs associated with a pencil/pen.
