The sentence is of the form "Costs" assiciated with X and with Y "are" ...
Hence we need a plural subject to go along with "are"

This makes option D wrong.
And to make the two items of the list parallel, we need [spoiler]"costs associated with"[/spoiler]

Hence option B is the correct option

Please underline the relevant portion.
In many cases, the NON-UNDERLINED portion will dictate what is needed in the UNDERLINED position.

Here, cost (singular) does not agree with are (plural).
Eliminate A and D.

B: the costs associated WITH upgrading...and WITH the development
C: the costs arising FROM upgrading... and WITH the development
E: the costs OF upgrading...and WITH the development
Of these options, B clearly offers the most parallel construction (WITH and WITH).
Eliminate C and E.

The correct answer is B.
