Only C does valid comparison between energy produced in France from nuclear power and the same in germany.

I agree. Here it's important to determine exactly what the intended comparison is. We want to compare the percentage of energy produced in a country that derives from nuclear power.

A: unclear what 'it' refers to
B: comparison isn't between the two intended things
C: Correct
D: Unclear that the 2nd energy is produced in Germany
E: comparison should be between percentages of energy. E fails.
