Only A has the right subject verb agreement:

A & B determine (plural)

Pls underline the error part in the question ***

My pick is A. Perfect S-V agreement. the economic policies and regulatory code of each country determine. Pls remember they each will always take the plural form.
B is wrong - wrong SV agreement
C - their wrongly points to emissions problem
D and E change the meaning of the original sentence.
