he talked as if he were a New Yorker. is correct.

as if is subjunctive mood, which is not the fact, wish, request then we need to use, I were.

Example:

If I were a king, I would rule the kingdom peacefully.

If I were born in England, I would have spoken better english.

its a case of subjunctive and in subjunctive mood the verb is always plural irrespective of the subject

@ thephoenix. thanks for making it clear...I always used the subjunctive mood with the plural verb, but till now I was unaware of underneath grammar :)
