Factor out 10^3 from the numerator.

So we have: (10^3(10^16 - 1))/(10^17+1)

Since we are approximating the -1 and +1 are negligible (10^16 and 10^17 are humongous numbers). So ignore the ones and cancel out a term of 10^16 from numerator and denominator. We are left with 10^3/10^1 = 10^2 = 100. Since 100 is not one of the answer choices, I am going to assume the denominator is actually 10^(17+1) = 10^18. Then the answer is E.
