Solution:

Had the five choices been 3.5/7, 4.5/9, 5.5/11, 6.5/13, and 8/16, each of them would equal 1/2. Even though they are not, we can still find the difference between each of them and 1/2. The differences are 0.5/7 = 1/14, 0.5/9 = 1/18, 0.5/11 = 1/22, 0.5/13 = 1/26 and 1/16, respectively. Since 1/26 is the smallest difference, we see that 7/13 is closest to 1/2.
