In good years, the patchwork of green fields that surround the San Joaquin Valley town bustles with farm workers, many of them in the area just for the season.

[A] surround the San Joaquin Valley town bustles with farm workers, many of them

surrounds the San Joaquin Valley town bustles with farm workers, many of whom are

[C] surround the San Joaquin Valley town bustles with farm workers, many of who are

[D] surround the San Joaquin Valley town bustle with farm workers, many of which

[E] surrounds the San Joaquin Valley town bustles with farm workers, many are

The given OA is A.

I chose B. But according to me B is also not completely wrong.

The question is that whether the modifier 'that.....with farm workers', is modifying the patchwork or is modifying the green fields. Based on that we can decide on the subject verb agreement.
According to the sentence, the that clause is specifically modifying the green fields as the modifier is giving essential and important information about the green fields and not the patchwork.

It belongs to the essential modifier.

Still see if the above explanation helps...

Anything that doesn't come from GMAC doesn't *have* an OA (I have noticed a few errors in there). Did you get this from 1000SC?
