rate can never be fast .rate can be greater but it can never be fast

Except C and E, all the options have the redundancy problem.

Rate can't be fast...

In the option E "two times greater than the 1970's" is a wrong comparison.

I am little skeptic about your explanation. Why can't a rate be fast?
Rate is a quantity that may be fast or slow.

A rate is a MEASUREMENT of speed.
A measurement cannot be fast.
