What is the verb?

The proliferation of personal computing by laptops and desktops had started in 1998 with the advent of internet and is continuing since then so much so that over 90% of Americans now own at least one personal computing device.
A) had started in 1998 with the advent of internet and is continuing since
B) had been started in 1998 with the advent of internet and has been continuing since
C) started in 1998 with the advent of internet that has been continuing since
D) has started in 1998 with the advent of internet and has been continuing since
E) started in 1998 with the advent of internet and has been continuing since

OA - E

My analysis:
I thought 'started' is a past particle (-ed form) and needs a helping verb so chose the wrong answer- (D).
But after reading the answer, I came to know that 'started' is a verb-ed modifier.
Now I have 2 doubts:
1) In the clause: "The proliferation of personal computing by laptops and desktops started in 1998 with the advent of internet and has been continuing since then so much so"
What is the verb in the above clause?
2) is it possible for 'has been continuing' (verb) to refer to 'proliferation' (Subject) when the sentence has 'AND' in between?

Ignore the yellow part while reading.
The verbs in the above sentence are: START and CONTINUE(in the base form)
What tense they take depends on the sequence they occur.

Whenever confused about the subject of a verb -> Ask yourself, Who/What did the verb?
In this case, What has been continuing?
The answer is: PROLIFERATION of.....

Eg: The EXAM founded by Tom & Jane had started in the year 1947 and stopped in the year 1950.
