I just learned that 700 is 90 percentile score in GMAT ... If 800 is the max possible score, wont 720 be the 90 percentile score ?

A percentile is essentially "where" you are in line with all test takers. The 90th percentile means that 10% of test takers scored at that level or above. Percentile is different from percent correct and each section of the GMAT (in addition to the overall score) has its own percentile based on the data from all test takers.
