D is correct. As per why B is sufficient, we are given that 2x+3y<0, from B, get the the value of y in terms of x and replace y from the equation in the question stem and u'll get x<-15

st 2:

2x+5y-20=0
2x+3y=20-2y <0
--> y>10 +ve so X must be negative

Ah! That's how it's done. I wish I had the same utility with inequalities that I do with equations. I'm never sure how to start manipulating them to get an answer. Tough DS inequalities are where I expect to lose most of my Q points...
