IMO: A - What is the OA and source?

In this sentence 'however' is used as a relative adverb and does not mean 'on the other hand.' It means 'to whatever extent/no matter how.'

As in: However he looked at the situation, he knew he was in trouble.

Not as in: He was, however, uncertain of how to progress.

Notice the first case, a comma does not follow however. Therefore, we can eliminate answer choice (C). For the rest of the answer choices, we can eliminate based on wordiness.

(B) However it is determined by scientists to measure it

The double 'it' is unnecessary and vague (both 'its' do not refer to the same thing). Passive voice is also suspect.

(D) No matter how scientists are determining to measure

'are determining to measure' is awkward.

I agree that A is the best answer, but I think "determine to measure" is awkward.

C would be the best choice if it didn't have the comma after "however."
