A certain city council is considering a new law that requires all new residential buildings to be equipped with rooftop gardens. The council members claim that the implementation of this law will significantly reduce the city's air pollution levels as the increased greenery will absorb harmful pollutants. Thus, the council members believe the new law will make the city a healthier place to live.

Which of the following is an assumption on which the city council's conclusion is based?

(A) The majority of the city's residents are in favor of having rooftop gardens on their buildings.
(B) Rooftop gardens are able to absorb a meaningful amount of pollutants from the air.
(C) The amount of toxic pollutants in the city's air is directly linked to the city's lack of green spaces.
(D) The costs of installing and maintaining rooftop gardens will not outweigh the potential health benefits for the city.
(E) Retrofitting existing buildings with rooftop gardens is not necessary to achieve a noticeable improvement in air quality.

B
The correct option is (B) "Rooftop gardens are able to take in a lot of bad things from the air." This is what the council people think, that gardens on roofs can suck in the dirty stuff from the air and make it clean. If this assumption is not true, then the council's conclusion about the gardens reducing pollution won't make sense.
