i would go with E...

though nothing wrong with using that as used in A.. but the other two "thats" makes the sentence wordy and awkward..

A -> ambiguous second 'that'... out
B -> compare worth of goods to that of man firms..wrong
C,D -> plain awkward, wrong usage of idiom
E -> IMO the best choice

To what the worth of the goods produced by 500 largest manufacturing firms in the United states is being compared with

a) worth of the remaining 400000 firms? OR
b) worth of the goods produced by the remaining 400000 firms?

IMO (A)

Because the sentence says Largest 500 manufacturing firms in United States produce good that are worth almost as much as that of [worth of] 400000 firms that remain.

I guess not really a GMAT type of question as there is too much left for interpretation.

Yep A is the correct answer because in E as much as those(what is being compared here..ambiguity as there is no correct pronoun reference)

Why C is wrong? A wrong idiom usage was mentioned ? What is the correct idiom then?

Guys doesnt E here make a false comparison ???
it compares worth of x(worth of goods) to y(goods)..where as c does a proper comparison
Answer is e .. Can someone help me this.
