In C "as much in worth as...." is incorrect.. more specifically IN WORTH is incorrect here..

the hardest question require us to find the logic of sentence
here we somthing with "those, that " of 4000 firms. so "those, that" must be "goods" not "worth". we can not say "worth" of 4000 firm". and "those" is correct. "that" is wrong.
C is better because "worth" is a noun and can not sit next to "goods"
