IMO - between D & E.

I'm leaning towards D because "but that ratio..." provides a clear subject of comparison and "much lower than" is correct idiomatically. E sounds correct, but after taking it apart, I am unclear as to what "as many as" is referring to -- students or teachers?

Isn't D (incorrectly) comparing 'ratio' with 'five years'?

IMO E coz the correct idiom is as many as.. in D ratio is being compared with five years.. hence incorrect..
Guys, please lemme know whether there is any case in which "as many" is correct.. such as used in B here..

I think E is ambiguous in referencing the "not nearly as many as there were" ... does it refer to teachers or students?

Not very convinced with the following line in the explanation: "The subject for 'there were' later in the sentence is an implied teachers"

At least, I was unable to figure that (the implied meaning) out.
