that does not modify 'chieftians' here, instead, modifies the act of placing power...

I was confused btn C & D, but use of 'and prefer' is appropriate.

It could means '...Asian nations to place power in the hands of communist..and to prefer...' or ' Latin American states are more likely than Asian nations to place power ...and prefer..'.

Pls share OE

No. 'that' modifies chieftains only. Relative pronoun 'that' can be used for persons also.
Btw, if 'that' really refers to 'the act of placing power', first it is illogical and second the verb it follows should be singular(creates) and not create.

Mmm as far as I know the GMAT says that "that" cannot be used to refer to people. Can an expert corroborate that??

Hi,
I think you are right. Generally, 'that' can also be used to refer to people. But, MGMAT says there is a question in OG 10, in which usage of 'that' to refer to people is an error. So, GMAT doesn't accept 'that' to refer to people. But, in this question we have no other option and let's hope 'who' will be used in a real GMAT question.

IMHO, B is the correct answer.

First, I absolutely agree that 'that' must not be used for people and that 'who' is the appropriate choice. This leaves us with A and B.

Now A has a clear parallelism error as is uses 'prefer' when it should be 'preferring' and it also contains an extraneous and. The sentence only needs one 'and' before 'preferring'.

WHats wrong with B. We should have a modifier which modifies "act of placing power" and not chieftans.
B does it and is also good with parallelism.

Hi,
How is "act of placing power' modified in B? I don't think so. Why should prefer be parallel to create and discourage?
create and discourage are the things these chieftains are doing. So, they should be parallel. 'preferring' is not something they are doing and hence does not need to be parallel. preferring unconditional loans is modifying the previous clause and it states the result of the preceding clause.
D correctly uses modifiers but 'that' is a bit of concern in D.
