Problem with A is united and included do not comply with present perfect tense - has.

there are two events happening in past - End of contentious political stalemate and global business leaders getting frightened, so you need to you past perfect tense that leave us with b and d. As per VeritasPrep explanation including doesn't refer to anything, so it is incorrect.

I'm not sure what does this mean that is why i posted the question.

Perfect tense makes sense. Hence A and E are out. But, how is 'with' correct in B. The only way to get to B, according to me, is by eliminating C and D, which have more significant errors when compared to B.
