Hi there,
In the below sentence, is 'they' ellipted from 'when they are asking for change part of the sentence'? And when can we ellipt?
" While rulers in the Gulf are embracing online networks to promote their own achievements, ordinary citizens are being jailed, deported and harassed when asking for change."
