1/. High enough so that is wrong..
Right usage can be "X is high enough TO y'

2/City has proposed..... at a cost is wrong because city hasn't proposed at a cost ,but cost of water treatment and conservation projects is high.

3/.Same as B

4/.D is correct,rather best option .

5/.High enough so that is wrong.

OA is right.
