Verb usage when using "or"

Today I was writing something on another forum and my GMAT sentence correction skills kicked in. Can someone tell me, if my verb usage is correct in the sentence below.

"Anyone else with this issue or have a solution"

should it be "have" or "has"?

anyone else with this issue or with a solution sounds better to me...
But if you want to choose between have/has, has is appropriate.

Usage of "have/has" both are incorrect in the given sentence.
When you say x or y , x and y should be similar elements i.e. if x is a verb y also should be a verb.
If x is a prepositional phrase y also should be a prepositional phrase and vice versa.

Now let's analyse the sentence you have mentioned.

"Anyone else with this issue or have a solution"

Firstly let's elaborate the sentence.

Anyone else with this issue or anyone else have a solution.

so clearly the two elements being joined by "or" are "with this issue" and "have a solution"

"with this issue" is a prepositional phrase where as "have a solution" is a clause as it has a verb.

So the usage is wrong.

For this very reason "Anyone else with this issue or with a solution" is a correct usage.

I am expecting statement like
"Anyone else with the issue or everyone have the solution"
"Is Ram still having the issue or did he solved it"

X or Y... shouldnt X and Y be parallel...

The statement you quoted here is correct in terms of parallelism, but there is a problem with subject- verb agreement.

"Anyone else with the issue or everyone have the solution"

In the statement above the two elements being joined are "anyone" and "everyone" and both are indefinite pronouns.Both these words make singular subjects, so the sentence should be

Anyone else with the issue or everyone has the solution
